In exchange for the opportunity to purchase the home at less than its fair market value, you must agree to certain use and transfer restrictions. These restrictions are described in detail in a LIP Deed Rider that is attached to the deed to your home and recorded at the Norfolk County Registry of Deeds.

What type of Deed Rider do I have?
Westwood was one of the earliest communities to create affordable homeownership opportunities under the LIP, with the first units selling in the mid-nineties. Since then, the program has expanded throughout MA and improved upon by EOHLC. Your Deed Rider may refer to EOHLC as EOCD or DHCD due to the agency’s name changing with different administrations over the years. In 2006, the agency adopted what’s called a “universal deed rider” that is clearer, but follows the same basic principles. Any home sold or resold since then uses this updated format.
Usually, properties that were sold prior to 2006 use a Discount Rate and properties that were sold in 2006 or later use a Resale Multiplier.

Resale Instructions
You must submit a written request to sell with the required documentation listed below to AND receive a written response from the Town of Westwood and EOHLC. EOHLC and the Town will locate an eligible buyer following the Resale Instructions in your Deed Rider. We strongly advise contacting the Housing & Land Use Planner in advance of submitting your written request so they know to expect it and to discuss the process.
1) Prepare your home. Address any repairs or updates and tidy the home. If you are unsure what needs to be done, you can wait until your assigned agent visits the home to go over anything that should be addressed.

3) EOHLC will send a written response to you stating the price for which you may sell your home and assign a resale agent. The price is called the Maximum Resale Price, and is determined based on the formula in your Deed Rider. The Maximum Resale Price of your home is calculated differently depending on the type of Deed Rider. In both cases, a 2% resale fee is added.
Discount Rate (pre-2006):
- Formula: Discount Rate listed in the Deed Rider x Appraised Value
- If the resulting number exceeds what a household earning 80% AMI can reasonably afford, the price is further adjusted by EOHLC.
Resale Price Multiplier (2006 or later):
- Formula: current area median income (AMI) x Maximum Resale Price multiplier factor
- If the resulting number exceeds what a household earning 70% AMI can reasonably afford, the price is further adjusted by EOHLC.
4) For a period of 90 days, the Town and EOHLC reserve the right to restrict the sale of the home to a buyer who is income-eligible under the LIP. If an eligible buyer is located, but is unable to secure financing within the 90-day period, EOHLC has an additional 60 days to locate another eligible buyer. If repairs are required, the 90-day period may be paused.

2) The Town will respond with a written consent to both the homeowner and EOHLC if the loan meets the criteria outlined in the directions.
3) EOHLC will respond with a written consent to both the homeowner and the Town if the loan meets the criteria outlined in the directions. Upon receipt, you may close on the loan.
Failure to obtain written consent from both Agents will result in non-compliance and make the loan invalid.
